December 14, 2012 - Pakistani Dignitaries Visit UTI-Norwood to Highlight Collaboration Between Local Government and Industry

In October, two Pakistani dignitaries - Mr. Mujeeb-ur-Rehman, deputy secretary development to Chief Minister Balochistan, and Mr. Muhammed Farooq, deputy secretary in the ministry of communication, toured the UTI-Norwood campus, along with Norwood Town Planner Steve Costello.

The visit to UTI-Norwood highlighted how the success of the tax incentives given to UTI by the town of Norwood through a Tax Increment Finance (TIF) agreement has allowed the expansion and investment in capital improvements at UTI-Norwood, thus creating jobs and increasing the Town’s tax base.

The visit was funded through the U.S. State Department’s Bureau of Educational and Cultural Affairs, which awarded a grant to the Institute for Training and Development (ITD) in Amherst. ITD provides training for a total of 75 Pakistani public administrators on municipal government operations in the United States through the US-Pakistan Professional Partnership Program for Public Administrators.

The project’s goal is for participating Pakistanis and Americans to develop new professional skills and relationships through their interactions. One of the features of the program is to share best practices on transparency in government.
